The issue noted in this thread has been resolved.
To recap, WordPress.com was not blocking GTrasnalte IPs and another issue — a conflict between a cURL update and GTranslate’s certificate — was present.
Another issue reported here was with a third-party firewall and GTranslate — which was resolved by deactivating or adjusting the firewall.
