Guest bloggers from command

I would like to allow people from throughout our command to post to our blog page as guest bloggers. They would somehow input their blog and then the administrator would have to approve it before it goes live.
Is there a way to do this by giving out a certain login and password for wordpress? The idea is to email the login/password and instructions and then anyone could post as a contributer.

I have just noticed that the blog linked to your wordpress.com username is not a wordpress.com blog. On this forum we provide support only to those who have free blogs being free hosted by wordpress.com. Those who have blogs hosted elsewhere must post to http://wordpress.org/support and the differences between the two are explained here https://en.forums.wordpress.com/topic/please-read-me-first-before-posting?replies=1

Perhaps I’m confused as I didn’t set this blog up originally, but we are not on wordpress.org. The blog is embedded in our Web site, but it is hosted by wordpress.com.
We don’t want to add every guest blogger by email as we’re trying to allow for anyone to blog. Is there a way for them to log into wordpress.com with a set login and password and then they just have access to the quick press for their blog? Or does this allow them to see everything?

Just to add to this, we’d like to send an email out to our command with login and password for a guest blogger account. They would then be able to submit their blog through quick press and then we review those inputs.
