Gutenberg Editor Not Displaying Correctly

I want my editor to be the Gutenberg layout as shown here; https://developer.wordpress.org/block-editor/
I had this editor set up before, and one time I went in to write a post and the entire layout was different. I have been trying to fix this for a day now and can’t figure out what is going wrong! All I am seeing is the layout for the classic wordpress block editor, though there is never an option to select blocks.
I have Gutenberg installed, everything is updated. I just want this basic editor to use!

have you checked if the ‘Classic Editor’ Plugin is disabled and Gutenberg activated?

You can check your User settings: Your Profile in your site’s Dashboard and make sure that “Disable the visual editor when writing” is not checked.
It also may be a plugin or theme conflict. Please attempt to disable all plugins, and switch to the default Twenty Seventeen theme. If the problem goes away, enable them one by one to identify the source of the problem.
If you can install plugins, install Health Check. On the troubleshooting tab, you can click the button to disable all plugins and change the theme for you, while you’re still logged in, without affecting normal visitors to your site.
