Gutenberg plugin question

I’ve noticed that the classic editor is “going to be available as a plug-in”.
But don’t I have to pay for a business theme to get plug-ins?
The blog I need help with is: (visible only to logged in users)

@radtrad, please stop hijacking threads by other users to just repeat complaints you’ve already made in other threads. If you continue doing this we may suspend your ability to comment on any further threads in the forum.
You are welcome to provide feedback that we can actually use to improve the project, but taking over threads by other users to spread negativity and misinformation is not helpful.
The new block editor will become the default editor once WordPress 5.0 is launched in a week’s time, and it’s not going away. Rather help us to improve it by creating your own thread and providing detailed information on what is not working, if and when you find something.

Guys, you haven’t answered my actual question.
My question is this:
When the classic editor becomes available as a plug-in (as I have read in some of the documentation), won’t I need to have a business plan to access that plug-in?
Because the personal plan I’m using does not seem to allow me to use any other plug ins.
Trying to think ahead here.

You won’t need the business plan in order to use the classic editor. It will still be available on WordPress.com. The materials that you’ve referred to are in reference to sites running a stand alone WordPress installation.
