Is it possible to scale the featured image for tablet and mobile?
It just crops in the middle of the image which means it needs specifically framed images where the centre works without the edges but the edges still add something.
Is it possible to scale it manually in the editor?

No, it’s not possible to manually scale the featured images.
Here’s how the theme’s developer has explained it in past threads:
The image for the background should scale proportionately. This can mean some either height or bottom is missing from the image, depending on it’s ratio.
There is no ideal ratio as each screen can be different. It simply scale proportionately. I’d say the best one is to find a ratio that works on desktop or whatever device you want as your ‘full image’. From there, the image can scale up or down.

The trouble is that it does not scale. It simply crops it, apparently arbitrarily.

I don’t see the front page template in use on your site, so are you referring to a specific post or page? Could you provide a link to a post or page so I can take a look?
There isn’t a way to control the scaling or cropping of featured images on WordPress.com, in any theme, but I’d like to take a look at what you’re referring to, to make sure it’s not a bug. Thanks!

I have noticed that the scaling begins from the top left corner. On devices in portrait orientation, a fraction of the image is selected from the left side up to the width of the device. A wider fraction of the image is available when the device is in landscape orientation. You can test this by rotating the device and seeing the effect of changing the aspect ratio.
This is different behaviour to that shown in the Customiser, where the centre of the image is used as the reference point to show how the images will look on different devices.
So, it is necessary to reframe the images to ensure that crucial details that might be originally on the right hand side of the image are not lost through the scaling action.
For my site http://martynjbull.net, I even flipped one image to make sure the content remained on screen.
