  do I first need to launch my ssite to add this plugin with paypal to my website in wordpress?

  Hi there, what’s the address of the site you are working on?

  Here on WPcom, only sites with the Business or eCommerce plan can install 3rd party plugins, but you can use PayPal on your free or Personal plan site by following this guide https://en.support.wordpress.com/paypal/

  If your site has a Premium upgrade plan or higher, you can also use Simple Payment. More about this here> https://en.support.wordpress.com/wordpress-editor/blocks/simple-payments-block/
