Thanks- I found that page on WordPress, I’m no where near tech savvy and even by looking at that page it is still not clear to me what I need to do to get the plugin that I need. So, my question continues- how do I get the plugin I need? Where do I find the option to add a plugin or download a plugin? I’m going crazy here :)

@heatherjps – Reading the Support doc that @galois pointed to, you will see that WordPress.com websites (even with their own custom domain or Premium or Business bundles) cannot install 3rd party plugins on their sites. This is why you do not have a Plugin tab in your site’s dashboard.
If you need plugin capability, you will want to look at hosting your own install of the standalone WP software.
See here for better understanding about the different flavors of WP: https://en.support.wordpress.com/com-vs-org/
However, you mention widgets. Here is an almost full list of the widgets available on WPcom https://en.support.wordpress.com/category/widgets-sidebars/

Thanks for your advice- I was completely confused. I didn’t understand that there was a wordpress.org and .com site, I thought that by upgrading my domain to a .org name I would have access..(clueless as mentioned). So I found out that you need to go to wordpress.org and then you will need something like bluehost to have the plugins available and then I found out that on bluehost I can have a free domain but I only found this out after purchasing a domain name on wordpress.com- so then I cancelled that and now I lost my domain name. So anyway, am I on the right track with needing bluehost (or similar)? And I can just forget everything I have already done on wordpress.com? I want to cry!

I understand and I am sorry that this has proven frustrating.
Even if you had chosen to host your site elsewhere with 3rd party hosting, like bluehost, you could have still used the domain name you purchased here through WPcom.
I’m tagging this for Staff and keeping my fingers crossed that at least they’ll be able to recover your newly cancelled domain for you. The trouble being that this is a holiday weekend in the US and Staff are nearly absent right now. So all I can advise is patience.
You haven’t actually said yet what it is you want to do with your site and the reason you feel you need a plugin. If you want to discuss that (you mentioned widgets earlier) do please open a separate thread for that. https://en.forums.wordpress.com/?new=1

Hi there,
I have requested the domain, befluentenglish.org be restored. If successfully I’ll send you a payment request in a private email.
You are correct, that you will need to use the self-hosted version of WordPress (WordPress.org) to use third-party plugins. However, WordPress.com has lots of built in features that are common to many plugins. For example, in your case you can add a link to your newsletter sign up hosted by a service like MailChimp or AWeber.
See this support guide for more help on newsletters and subscriptions:

Hi there,
Our registrar was able to restore your domain. I sent you an email (from help@wordpress.com) where you may make the manual payment.
If you have any other questions about WordPress.com vs self-hosted (or anything else) let us know.
Cheers!
