Have WP premium cannot add plugins

Hello. I am trying to do two things 1) I am trying to add some plugins to my premium WP site and when I go to the menu, there is nothing under plugins and no ‘add’ button. When I click on plugins, it sends me to a page that asks me if I want to add a shopping cart or ecommerce thing, but has no options. How can I install/add plugins that I have downloaded to my computer.
2) I would like to add a footer to all pages with our contact information. How can I accomplish this?Thank you!

eCommerce is not possible on a wordpress.COM hosted blog unless you have a Business upgrade for $299. per year in US funds. See here for all the details http://store.wordpress.com/plans/business/

Otherwise, blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins (passwords), features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Removal of the top Admin bar and/or footer credit links is a Terms of Service violation that results in blog suspension and there is no upgrade that changes that.
Terms of Service:
11. Attribution. Automattic reserves the right to display attribution links such as ‘Blog at WordPress.com,’ theme author, and font attribution in your blog footer or toolbar. May I remove the Admin Bar, credit links such as ‘Blog at WordPress.com’, theme, font, or toolbar links?
All WordPress.com bloggers are required to maintain the Admin Bar (the dark bar that appears at the top of WordPress.com sites when logged in) as well as credit links, even our VIP bloggers. Please do not hide or alter text or links for the footer credits or the toolbar. Though removing footer credit links, which leads to the untrue assumption that you designed the theme, and that you are hosting your site yourself is not allowed under the Terms of Service, it’s possible to add your own text to the footer area using CSS, if you have purchased the Business bundle http://store.wordpress.com/plans/business/ or Premium bundle http://store.wordpress.com/plans/premium/ of upgrades as they contain the Custom Design upgrade. Then you can include styling credit if you have done any unique styling and/or you can include a copyright notice.

I am not trying to remove the built-in footer, but would like to add a footer above that as is common in websites that contains our contact information, so it can be found easily.
