  I am having trouble retrieving my domain name, it takes me to a payment portal after payment.

  You purchased your custom domain elsewhere. If you wish to map deecomtech.com to the new site https://deecomtech.wordpress.com/ then yes you need to purchase a WordPress.com Personal plan or higher to do that.
