Having hard time getting header to resize as screen width shrinks

Probably easiest for me to just give repro steps:
1. Go to https://writesofway.org/ and progressively narrow the screen
2. Do the same thing with https://alytalks.wordpress.com/ and https://ricksperch.wordpress.com/ (two sites I found when I did a search for ‘libretto theme header’)
3. Why is my header not doing what theirs is (i.e., always displaying in full, but shrinking as the width contracts)?Thank you!!!

Your website is not hosted on WordPress.com.
If you are unsure who your hosting company is, you can check your site at https://www.whoishostingthis.com.We’re able to help only with websites hosted on WordPress.com.
To clear up any confusion, there are 2 versions of WordPress. WordPress.com is a managed environment different from using the open source WordPress installation. WordPress.com and WordPress.org are two, different entities.
You could look in this forum; perhaps someone there has experienced something similar:

The example sites you mentioned are hosted by WordPress.com but as @kosiew mentioned, writesofway.org was created using WordPress.org software and is hosted by Dreamhost.
Although the Libretto theme is available on WordPress.com, you are using a different version which is only compatible with self hosted sites. There is a dedicated area for the Libretto theme you are using, on the WordPress.org forums:
