I created a blog for my students but I don’t have access to ftp, I can not install a plugin and I would like to not be just static pages, I want to show the last post like on first page. The parents of my students want to know when I posted something new. Can you help me?

WordPress.co0m and WordPress.org are completely separate and different. There is no FTP access to free hosted WordPress.COM blogs and we cannot install plugins, upload third-party themes or edit templates or themes. Those found on the internet are for WordPress.ORG installs which run on different software.

Why don’t you just change your blog so it opens on the BLOG page, not a static page at all? And use the subscription widget so parents can get posts in their emails.
