Having trouble with permissions

When I try to install a template it gives me this error:
Unable to create directory wp-content/uploads/2012/10. Is its parent directory writable by the server?
I have set all the folders to 755 and all files to 644. I made a user in PHPmyadmin and when I made it I chose the option to create a database with the same username and password. Any help will be appreciated. -
