Are you suing the customizer font selections? https://en.support.wordpress.com/customizer/
If so then exactly what are you selecting please?
If you are referring only to the text inside of your posts and pages you can make some changes without an annually renewable upgrade.
For changing font families, colors and size in text in posts or pages either post by post or page by page by coding into the Text ie. HTML editor see http://wpbtips.wordpress.com/2009/07/11/formatting-text-pt-5/
For changing font colors in text in posts or pages either post by post or page by page using the #4 icon (Select text color – change the text color) in Row 2 the Visual editor. http://en.support.wordpress.com/visual-editor/#row-2
To display the second row of icons, first select the toolbar toggle icon at the end of row 1 and click it. https://i0.wp.com/en.support.files.wordpress.com/2009/08/kitchensink.png
Then see here https://en.support.wordpress.com/visual-editor/#text-colorHowever, if you want to make any font changes to blog titles or widget titles that are not offered in the customizer you need either a premium upgrade or a business upgrade as they include the custom design upgrade in it.
See here for details on purchasing an annually renewable Premium or Business plan https://wordpress.com/pricing/ that contains a custom design upgrade required for CSS editing.

Note 2: You can also post there prior to purchasing an upgrade to get an answer to whether or not what you want to do can be accomplished via CSS editing.

Hi @flodavieswrites, when you or a visitor go to your site, the browser has to download the custom fonts from the font provider (Typekit or Google) and there can sometimes be a short delay. We had two options for dealing with this:
1. Hold off loading anything on the site until the font was downloaded by the browser so that the custom fonts would show right away. If the internet is congested, or the font servers are experiencing problems or a heavy load, this option could mean that the visitor might see a blank screen for longer than they may wish.
2. Allow the site to start loading and let the browser substitute the custom font after it finishes downloading it. In this way, the visitor does not see a possibly long delay in the site loading.
Give the increasingly show patience of web users, and not wanting people to think there was an issue with the site and click away, we chose to allow the site to begin loading.
Our developers are aware of this issue and we are still looking for ways to minimize this delay, but since we are not in control of the font servers, it is difficult to come up with alternative solutions.
