Header Font Size Change in Theme titled ‘New Blog Lite’

I’d like to change the header font in the site title to be a little smaller and the font size in the tagline to be a little bigger. I can not find any way to do so. Also, I’m a beginner with WordPress. Is there any way to do this? Thanks!
