  I currently can not change the header image on my new blog. Even the images suggested don’t change when selected under the theme customization tool.

  Some themes have custom image headers designed into them and some do not. To find themes that have this feature see here https://en.support.wordpress.com/custom-header-image/#find-themes-supporting-custom-headers
