Header image moves?

  Hi there. I’m using the hemingway rewritten theme.

  When I scroll down, the header image moves down as well. Is there a way to make it static without paying for “custom design”? (I really hate that you have to pay for so many separate things…grr!)

  Also, not sure if this is a related issue, but when I look at my blog from my phone, the header image is cut off and the header menu is completely gone. Is there a way to fix this without paying?
