Header image size

I am super duper new to all this, so forgive me for my amateur knowledge! :)
I have uploaded a header image to my blog (twenty twelve theme) and when I try to resize it using the WordPress tools and also outside WordPress (using preview on my Mac), I can’t seem to make it so it does not take up the whole space of the header. I would like it smaller and centred on the page.
I have tried to read up on this on a few different forums and I still don’t understand or have not found a situation exactly like mine. Do I need to use the CSS editor? How would that look? I am up for reading any other resources that are out there to make this work.

That requires a custom design upgrade. The custom design upgrade you need to do that applies only to a single blog and that upgrade can no longer be purchased individually for any new blog. To have a custom design upgrade on a blog that does not already have that upgrade now requires purchasing either a Premium bundle http://store.wordpress.com/plans/premium/ or a Business bundle. http://store.wordpress.com/plans/business/
WordPress.com sells bundled Premium http://store.wordpress.com/plans/premium/ and Business upgrades http://store.wordpress.com/plans/business/ which include custom design upgrades in the bundles.
We can only “preview” changes that do not actually display on the blog unless we purchase an upgrade bundle.
If you have not purchased the upgrade bundle which includes a custom design upgrade note that no changes you try out aside from those such as Custom Background, Custom Header, etc. which are stated on the theme description pages in the features column (right hand side) will be visible to visitors.

Settings > Reading (set a static front page)
Site Title and Tagline > Settings > GeneralIf you are using the preview mode for the Custom Design upgrade some of the settings in that mode will save but they won’t show up on the front end unless you purchase the upgrade.
To go back to the free options, go to Appearance → Themes → Customize → Colors and click the “exit the preview” link in yellow at the top of the panel on the right.

You shouldn’t need to resort to CSS for the image size issue. From the Twenty Twelve theme page:
The suggested header image dimensions are 960 by 250 (width, height). However, both are flexible so you can upload a smaller cropped image if you wish. The width is limited to 2000.
You’ve uploaded an image 960px wide as recommended, can you try uploading a narrower one?
If you don’t make any progress with that then the fallback method is to go to Appearance > Customize > CSS and copy the following into the text area, you can set the width value to whatever you like:
.header-image { margin:1.71429rem auto 0; width:50%; display:block; } -

The CSS info worked, so I will probably be purchasing the customization option.
