I have just completed a web page commemoration the Kelty War Memorial, when I bring it up in Google it comes up as Kelty War Memorial / Welcome. How can I take out the ‘Welcome’ (email visible only to moderators and staff)

You could try to change your tagline (My Sites -> Settings -> Site Tagline). Search engines sometimes use it in their search results.
Otherwise, in the WordPress.com Business Plan, there are SEO tools available that can customize how your content titles appear for your site. See this page for more information: https://en.support.wordpress.com/seo-tools/#custom-title-formats

No luck so far, Heading is Kelty War Memorial and nothing in Tag Line. Still keeps coming up Kelty War Memorial/Welcome! in Googel

Then, I’m afraid the only way you can customize the SEO title that appears in Google search results is by using the SEO tools that come with the Business plan upgrade.
One thing to be aware of, though: Google doesn’t always use the HTML title tag of a web page, choosing instead to make its own title for a page, if it thinks it can do a better job. The following article talks about this unfortunate reality: https://yoast.com/google-page-title/
