header in mobile view

  I’m wondering why my header isn’t showing in mobile view. I’m using the 2011 theme, which has a responsive layout. I see advice online to ‘go to Appearance>Mobile on my dashboard, but I do not see that option. When I look at Appearance>Customize, I can click on the ‘mobile view’ and see how it should look on mobile. (But it doesn’t.) I’d like my headers to show on mobile. Any ideas? Thanks!!
