Good afternoon! I added a video to my header media and it won’t play on mobile. When I log in through Instagram it shows picture (from video) and no movement of the video. If I go to my website through an internet browser it doesn’t show the video at all. Homepage only!

One thing to be aware of is that “Header video will not be displayed on screens smaller than 900px wide by 500px high, which includes most mobile devices, where bandwidth is a often a concern.” as mentioned on the theme info page here: https://wordpress.com/theme/twentyseventeen
To explain, on mobile devices (which have less processing power and a slower cellular data connection) video can create excessively long load times, which will result in a bad experience for visitors, and also hurt your rankings in Google.
The video will show on larger screens as an enhancement, but it is suggested that you set a “static header image” as a fallback, so that the best image possible shows on mobile and in cases where the video does not load.

Video does not play on mobile on that theme as well. To clarify it is usually the case with most modern themes that they do not display video headers on mobile because it hurts your site load times.
Because Google places a much higher significance on load times for mobile sites (and video definitely will slow down a mobile site) it is very rare to find a theme that will play video on mobile due to how it harms your site’s Search Engine Optimization.
As a best practice I would not recommend a video header on your mobile site, and setting a static “fallback” image for mobile instead.
