Header Mystery–header doubles height after publication

Hi,
I really need some help here. When I was creating this site the header was really hard to work with. The height was so small I had to keep decreasing the size of the logo to get the banner to publish so the logo wouldn’t be cut off on the top and bottom.
The customer approved the website based on the banner size at the time of publication.
Mysteriously, at some point in the last few months, the banner height doubled in size, so now it’s outrageously high.
The customer is very upset.
How can I decrease the banner height? This is a nonprofit, so they do not have money to pay for customization.
