Health Check Plugin — How to Use?

Hello,
I am a total-amateur webmaster who found his site offline today. When I logged into the WP platform I was unable to connect via Jetpack, so therefore could not see my pages nor plugins. I learned on the Web how to disable all plugins via my host’s file manager, which I did and which restored the site (score 1 for the little guy!)
I then followed WP support advice to install Health Check in my plug ins, and be able to help ID plugin issues; enter troubleshoot mode to isolate the bad plugin and lots of other exciting things. Supposedly, to actually use Health Check, I am to look under my dashboard “Tools” for Site Health.
The plug-in shows Active, and I have logged out and back in to the WP dashboard several times. But “Site Health” does not appear under tools, nor anywhere else on the dashboard. I’d love to use Health Check and get this plugin issue identified and fixed, but … right now I’m stuck. Any help would be appreciated!

P.S. I have read other Web articles on how to ID and fix plugin issues, and I think I can figure it out, but because the Health Check plugin is so widely recommended within WP Support, and because its Troubleshoot mode seems so cool, I’d really like to start with it.

Update: After 12 hours, the problem went away by itself. The “Site Health” tool finally appeared under Tools in the dashboard.
