The user account itself cannot be deleted. It is set up that way to prevent someone else from gaining access to your site and pretending to be you.
If you want to get rid of your account details, follow this link and remove all personal information from your account.

Change your email address to a throwaway address and change the password to something random that you won’t remember to prevent you from gaining access to it in the future. Or, you can just block all emails and keep the account dormant in case you may want to use it again in the future.

I don’t know whether you have an upgraded account or not. You can look in your purchase history here: https://wordpress.com/purchases
The steps I provided above explain your options. You will need to click on the links provided and empty your information out. You are not able to delete an account, only erase your personal information to clear being tied to the account.
