  Hi alignrightrealty,

  Custom themes and plugins (like page builders) can be installed on WordPress.com sites using the Business plan — so you’ll need to upgrade before they can be used.

  Like @gemmacevans mentioned, only the Business Plan will allow theme uploads: http://wordpress.com/plans
