  Hello there , im new in wordpress . and i would like to know if nuffnang advertisments are allowed in wordpress?
  If yes , how ?

  And is it true that i can edit the css ( eg , change themes colours) , if i dont pay for it ?

  Paid ads are not allowed on WP.com blogs. And you can’t edit the CSS without the paid upgrade.

  You can technically edit the CSS without paying, and even see what it would look like, using the Preview feature. But you can’t apply the changes to your blog unless you pay.

  As for themes, note that there are a few in which you get color scheme options.
