Raincoaster – Thanks for your response.
For some reason my first message was cut off. I am trying to figure out how to recreated a website in WordPress that is now in iWeb which Apple stopped supporting a while back and the site gets more and more scrambles. So, I think I need to somehow get the mast head, and other various things out of the iWeb account and into a new WordPress site. My first issue is to figure out if I need to redirect the URL BEFORE I create the WordPress website or do I do it AFTER. I know from having designed 2 WordPress sites that they ask you to create a URL when you start to design the site so it seems like it would make sense to do it BEFORE, but I’m not sure if this is the procedure. I know I’ll need to contact the company who holds the URL. That is Namescout in Canada.
    Thanks!

Create a blog here with a name you like – move the content and get your site here working like you want it – then map your custom domain name to the blog here: http://en.support.wordpress.com/domains/map-existing-domain/

the domain registration can’t be transferred, WordPress.com is not set up to accept incoming domain registration transfers

Auxclass, thank you for your prompt response. The first 3 lines of your message make sense t one but the last 2 lines seem to contradict the first 3. As I understand it, and I have read instructions, what I will do is POINT the domain bordervoices.com which is in Namescout, to WordPress after I have set up a temporary name and WordPress will accept the domain bordervoices.com. IS that correct? But then, in the last 2 lines of you message are you saying that once it is in WordPress, it can’t be pointed anywhere else at a later date? I’m confused about what you are saying in the last two lines. Thanks!

auxclass is better at answering these question than I am but I’ll give it a try.
In order to map to a domain one must have an underlying .wordpress.com subdomain blog to map from to the domain URL. If you have registered a .wordpress.com blog you log in as Admin under the exact same username account that registered the blog and purchase a domain name by purchasing an annually renewable domain mapping upgrade for the blog.

Mapping an existing domain costs $13. annually. See here for mapping an existing domain that you already own http://en.support.wordpress.com/domains/map-existing-domain/

Dashboard > Store > My Upgrades is where you do the primary blog set up knowing it can take between 24 – 72 hours for domain name propagation to take place throughout the internet. You can view the DNS changes here > http://www.whatsmydns.net/ What’s important during that stage is to be patient.
