whenever i am trying to comment on some other blogger’s post i am getting messege that i do not have proper credentials..what does it mean? please let me know the problem that i am facing here

Your login information is for commenting on sites hosted by wordpress.COM and does not apply to sites that are not hosted by wordpress.COM.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. As you are referring to a site that is not hosted here, if you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
