  How can I create another site with the exact same content

  In general, here is how you can register a second site under the same username account: https://en.support.wordpress.com/create-a-blog/#adding-a-new-site-or-blog-to-an-existing-account

  If your purpose is to create a backup copy of your site content, please note that WordPressdotcom keeps copies of your site so that if disaster strikes, they can get it back up and running. However, it is also wise to export a copy as an XML file from time to time. Here’s how you can do that: https://en.support.wordpress.com/export/

  If you want to create a “mirror” site, you can follow the above instructions, and then import the XML created by the export to your new site. https://en.support.wordpress.com/import/

  WordPressdotcom has in the past requested that such mirror sites be made Private. https://en.support.wordpress.com/settings/privacy-settings/

  If that isn’t what you meant, please explain a little about what your purpose is in doing so.
