Hi there,
1.)
Can you confirm if you’re on WP.com by providing a URL? thanks.2.)
There are basically two type of settings you want to check “Comments (Enable|Disable)” and “Who can comment”The setting you mentioned above deals with “Who can comment”.
Maybe you want to check if comments is enabled in Settings -> Discussion (Default Article Settings section)
https://wordpress.com/support/comments/#in-settingsThen, check if comments are enabled on the individual post or page in question https://wordpress.com/support/comments/#on-a-post-or-page

Hi @nurseryplantsbd,
I’m afraid that we can’t help directly because your
nurseryplantsbd.comsite is not with WordPress.com managed hosting. As such, we don’t have the ability to take a closer look at your site.Instead, your host uses open-source WordPress.org software, which differs from what we offer here on WordPress.com.
The good news though is that help is available in the WordPress.org forums: https://wordpress.org/support/forum/how-to-and-troubleshooting/
Otherwise, you may want to contact your host for further support.
I hope that points you in the right direction.
