  I would like to 1st create my site before I active. How to I start creating my website?

  I don’t have a site with WordPress.com yet

  Hi! No problem. You’re welcome to create your new site with us before pointing the domain here. That way your current site can stay “live” until your new one is ready.

  Just avoid adding the custom domain and changing its settings til you go live.
