  To the change the look and feel you can use the Site Customizer, which can be accessed through My Sites → Customize(Beside the Themes option) or just by clicking here: https://wordpress.com/customize.

  You can also have greater control over the look of your Website by editing the CSS codes using the CSS Editor. Which is a part of the WordPress.COM Premium and Business plans.

  If you want to change the look of your site, you can change the theme of your site at https://wordpress.com/themes/.
