  Do I need to get a hosting, like GoDaddy in order for me to create a wedsite?

  It depends on what kind of website you have in mind. The site https://searepdom.wordpress.com/ is a website, which can be developed tremendously without paying a dime.

  To add to what musicdoc1 mentioned, searepdom.wordpress.com can be developed as a fully functioning website here on WordPress.com to be your actual host.

  You’re free to also register a private domain name with a registrar/host such as GoDaddy and point it here, or you can also register a domain name with WordPress.com. All of that is also explained here: https://en.support.wordpress.com/domains/

  There is also WordPress.org, which is where you can self-host a WordPress site. The differences there are explained here: https://en.support.wordpress.com/com-vs-org/
