HELP :(

ISSUED FOR MY OTHER ACCOUNT – POSTING ON OLD ACCOUNT BECAUSE I CAN NOT USE MY OTHER ACCOUNT SINCE CONGESTED CHARGE
An unauthorised Payment has been taken from my PayPal account of £30. Therefore I raised this to PayPal. Since raising I have received a notification saying :
Warning: One or more transactions linked to this site were refunded due to a contested charge. This may have happened because of a chargeback by the credit card holder or a PayPal investigation. Each contested charge carries a fine. To resolve the issue and re-enable posting, please go to the shopping cart and pay for the chargeback fine. If you have any questions, click here to contact us.
Im so confused. In my Billing history on WordPress I have personal bundle £26.91 2016, now an automatic payment has been taken a year later for £30. However nothing shows up in my purchases and it also says I have a free plan???
Have I been charged for raising an issue to Paypal ?

Maybe the Personal bundle was payed for the other account you don’t have access to, that’s why I’m asking you what was the website that you had on the account you can’t access anymore and that was charged.
WordPress.com won’t automatically charge you if you did not agree with that in the past.
