  There are no plugins on WordPress.com
  http://en.support.wordpress.com/plugins/

  What are you trying to do with a plugin? There are lots of widgets and some work a-rounds to do many things.

  If you found info about plugins online for WordPress, then it is info for WordPress.ORG and not for WordPress.COM. They are two different platforms:
