Can anyone help iv just downloaded a theme id like to use however i dont see an option for me to upload the new theme nor plugins, iv clicked on appearance the themes but the option is not there where am i going wrong ?
The blog I need help with is: (visible only to logged in users)

Sorry but if you are going to blog here at WordPress.com then you cannot use that theme and will have to return it.
We do not have FTP access to free hosted WordPress.com blogs and we not able to upload third party themes.

Only Staff can edit as every blog wearing the same theme is using the same template.
Unless you are prepared to pay for a VIP account, http://vip.wordpress.com/our-services/ there is no upgrade you can purchase that changes this at WordPress.COM.
To upload themes you need to hire a web host and set up a WordPress.ORG install. http://support.wordpress.com/com-vs-org/

so if i paid for a theme from woothemes.com i cant use it for my wordpress site or do i need to purchase that theme in wordpress which i can do ?

Because there is no FTP access and there is no means of uploading a theme that’s coded to run on WordPress>ORG software into a WordPress.com blog which runs on different software.

Activating a Premium theme is similar to activating a Free theme. From your dashboard menu navigate to Appearance -> Themes and click on the Premium link. There you’ll see a familiar grid of all the available Premium themes.If the answer is no I did not buy it here > Dashboard > Store > My upgrades not then you cannot use it on a free hosted WordPress.COM blog.
Note: There are themes with the same name that are coded differently. One version for WordPres.ORG and one for WordPress.COM.

If you cannot read and understand what is stated there then blogging is not going to be your thing. Bloggers have excellent reading, writing and comprehension skills in order to have successful blogs.

Let’s keep this simple. On your WordPress.com blog:
1) You can only use themes you find on your dashboard themes page, no others, no matter what they say.
2) you can’t use plugins. Ever.
3) you cannot run a classified ad or auction site at all. It is against the Terms of Service and the software for ecommerce will not run here.
