  I have sold my business. Can I transfer this wordpress account to the new owner or do I close the account?

  There would be no need to transfer the account, instead you would change the email address in the account: https://wordpress.com/support/email-address/

  You may wish to remove any payment methods available prior to that change: https://wordpress.com/support/payment/#delete-a-saved-credit-card
