  I need to renew and pay $13.00 how do I do that?

  Are you logged in under the exact same username that registered the blog, who is the Admin of the blog and who purchased the domain mapping upgrade for the blog? If not then you will not be able to access that setting at Dashboard > Store > My Upgrades
