HELP!!!!!!!!!!

Hello,
I am really lost here. I cannot find add plugins. I downloaded wordpress to my computer and I can’t find any shortcut to open. I downloaded podpress and copied the file into the admin folder on wordpress. But when i go to wordpress.com and log in I cannot find anything saying plugin or pod press. What do I need to do? Please email me at (email visible only to moderators and staff)The blog I need help with is: (visible only to logged in users)

There is no FTP access to free hosted WordPress.com blogs and we bloggers cannot install any plugins.

FTP access, plugins and third party themes are available only for VIP bloggers http://vip.wordpress.com/our-services/ or for those with WordPress.ORG installs.
WordPress.com and WordPress.org are completely separate. if you require plugins then you must hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install. http://wordpress.org/
