There is a WordPress.com support page which walks you through each Plugin that is available for your WordPress site. Please see:

If you think bloggers can install any plugins on wordpress.COM blogs then you are confusing wordpress.com hosted blogs and wordpress.org software installs.
There is no FTP access https://en.support.wordpress.com/ftp-access/ and no blogger installed plugin capability. There never has been Blogger installed plugins are not permitted here at WordPress.com for various security reasons. No upgrade changes that reality. https://en.support.wordpress.com/plugins/

Please clear when answering support questions. WordPress.COM blogs have built-in plugins. Bloggers posting here are almost inevitably reading material that applies only to blogger installed plugins for wordpress.ORG software intstalls. -

I’ve answered questions here for a long time. The questions we get are from bloggers who read about wordpress.ORG plugins and do not know that there is no blogger installed plugin capability on any wordpress.COM blogs.
