Help centering custom widget area at responsive break points

I’ve created a custom widget for contact/social info with the div ID “#top-bar”. At the default page width it aligns to the right the way I want, but I need to be able to center it at the first responsive break point (1023px), which I’ve started to do by adding
width: 100%. I’ve tried addingmargin: 0 auto !important;but it doesn’t do anything. I’ve also triedtext-align: center;http://www.openroaddetailing.com/draft/
