help changing size of Banner Text

I am wondering if it is possible to change the size either the primary or secondary Banner Text in the Hero Theme which I use , or other themes for that matter ?

If you mean changing the size of the title & Tag Line (andrewyabsley & The greatest WordPress.com site in all the land!) – would take the CSS upgrade – since your account is a year old you should be able to buy only the CSS Upgrade for $30.-/yr and not need to buy the $99.-/yr bundle (unless you need many of the items in the bundle)
the staff or other helpers in the forum will help for no charge if you have the CSS upgrade and post in that section of the help forum

we do have the ability to add CSS code in theappearance/theme options/general tab
if that is what you mean.

I don’t do CSS but that tab sounds about right
However you are self hosted (not hosted here on WordPress.COM) you are in the wrong forum and should make friends at WordPress.ORG the keepers of the software you are using – also you don’t need the CSS upgrade here as changing the CSS is built into your site
The forum at WordPress.ORG is not connected to WordPress.COM so you will need to open an account at .ORG if you do not already have one. You may use the same email at WordPress.ORG as you do at WordPress.COM.
