Help deciding on a plan

I want to be able to customize HTML and CSS but I also want to be able to add plugins. Is that part of a personal plan?

No. CSS editing changes theme appearance only, not functionality.
You are confusing wordpress.com hosted sites and wordpress.org software installs.
There is no FTP access to wordpress.com blogs and no blogger installed plugin capability. Those exist only on wordpress.ORG software installs and no upgrade alters that reality. WordPress.COM hosted sites have some built in plugins.

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. WordPress.COM is a multi user blogging platform with off the shelf themes and it’s aimed for use by those who do not code. Each theme is uniquely designed. We wordpress.com bloggers do not have access to the template files underlying our themes and we cannot edit them, as our blogs share a common architecture, and as all blogs wearing the same theme use the same underlying template, found on the live demo site for each theme.
Does Customize let me edit HTML?
No. Customize allows you to edit fonts, colors, and CSS only. You can change the appearance of a theme, but not its HTML markup or PHP code. If you require this functionality, please consider moving your blog to a web host that supports theme code modifications.
