Help deleting old site to create new word press site – past help didn’t help

  So i asked for help before with deleting my old WordPress site. And you sent back the link to http://en.support.wordpress.com/empty-site/ . I have tried that and it didn’t work. I need more help, because that didn’t work. The posts say they are gone on the wordpress edit site, but when I go to my website it is all still there

  But I don’t want to delete the whole site exacting. I want to delete the old site, but then create a new site that is completely different unrelated to the old site, using the same URL
