Help! Domain mapping is not working

I bought domain mapping and correctly set my domain to be primary. But it has never worked. Please help.

How long ago did you do the domain mapping? It can take up to 72 hours for the change to make it through all the internet nameservers although it generally takes 24 hours or less.
http://ciciabiz.wordpress.com is redirecting to http://cicia.info/ just fine, but it is reporting “site not found for me.

Yes, give it about 6 hours or so and see what happens, and always make sure and clear your browser cache before checking because some browsers will hang onto and use cached pages tenaciously. Also, how soon you will see it will depend on how often your ISP updates their nameservers. Some do it more often than others.

Now I got this error:
Forbidden
You don’t have permission to access / on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
I don’t know if this is a wordpress problem or a domain problem?

A whois shows the domain registrar has the name servers set correctly.
But a check at: http://www.whatsmydns.net/#NS/cicia.info shows only one router as having been updated. At this point your change / mapping is something like 8 hours old and it can take 24 to 72 hours for all the changes to migrate across the internet. To add more concern to your viewing – you might have problems with your local ISP caching your old info so you might be the last person to see the changes.
At this point the best advice is to sit tight and wait – DON’T change things – every time a change is made the clock starts all over on the above time for changes to migrate.

The dynadot_staff has helped me check my setting on that end. And he suggests I’ve set correctly there.

The issue here is that you purchased a Site Redirect upgrade, not a Domain Mapping upgrade.
A Domain Mapping upgrade (which is what you want, but don’t have) points a domain to your blog.
A Site Redirect upgrade (which is what you have) directs your blog to a domain elsewhere, like if you wanted visitors to your blog to be instantly sent to Google instead.
So, what’s happening is your blog is being properly redirected to your domain (because you purchased a Site Redirect upgrade, not a Domain Mapping upgrade), but a setting on your domain’s end is redirecting back to your blog here, to then be redirected to the domain again, and so on for an infinite loop.
Your blog -> Domain -> Your blog -> Domain -> etc.
Please reply to the email and let us know if you want the Site Redirect upgrade refunded so that you can purchase the correct upgrade.

i just purchased my upgrade and now when i click on my wordpress website link it takes me to my old website that im replacing so i cannot see my new site anymore is this normal as i only just purchased it ?
will it go back to showing me my wordpress site? -
http://howieorgan.com.au/ appears to be working properly.
It can take domain changes up to 72 hours (though usually much less) to propagate to your ISP. Unfortunately, we have no control over this as it all depends on how often your ISP refreshes their DNS cache.

Is it the same to add domain http://www.cicia.info as cicia.info? -
We actually strip out the www. for convenience, and http://www.cicia.info will redirect to cicia.info
www is an old protocol from back when everything was under a separate server. www (www.example.com) was the web server, mail (mail.example.com) was the mail server, ftp (ftp.example.com) was the FTP server, print (print.example.com) was the print server, etc.
These days, everything is run under the web server, making www. redundant and a waste of four characters.
