  You need to tell us a bit more on what site you’re planning on building. From what I can tell, you’ll probably need to store documents that people can search for.

  All our plans (https://wordpress.com/pricing/) offer search functionality and the ability to store and embed documents. However, you’ll most likely need a specialized plugin to organize and provide advanced search, so the Business or eCommerce plan are the way to go.
