Help, it seems like I'm locked out of my site

I get the following error message after trying to update my plug-ins. I did that before trying to update the wp software:
Parse error: syntax error, unexpected T_STATIC, expecting T_OLD_FUNCTION or T_FUNCTION or T_VAR or ‘}’ in /nfs/c06/h04/mnt/95391/domains/stevekrampf.com/html/wp-content/plugins/page-links-to/page-links-to.php on line 29
