Help making new categories

  When I try to make new categories for my blog there is no Primary Search option to select which categories I want. There is only a navigation menu option and another that says Automatically add new top-level pages to this menu. I was wondering if someone could explain how to get the primary search option

  NOTE: The Categories widget http://en.support.wordpress.com/widgets/categories-widget/ and dynamic Category Pages http://en.support.wordpress.com/category-pages/ have no data they can display until your actually publish a post in each assigned category.
