I want to change my web address – not the domain, though. Can I? I remember that, when I was setting up my blog, I saw something about the web address that said “you can always go back and change this later.” Was it talking about changing domains, or can I actually just change my web address? I just want to change it from maddyroseblog.wordpress.com to madelineroseblog.wordpress.com.
The blog I need help with is: (visible only to logged in users)

A domain IS a web address.
If I were you I would not change anything just yet, not until I’d learned blogging enough to be comfortable without hysterical over-punctuation.
