3) Depends on which “Premium” account – you need either the CSS / Custom design upgrade at $ 30.- / year or a Package that includes the CSS in the bundle

6) Sort of – the CSS upgrade lets you add things to the footer area, also many Themes have Footer Widget areas built in, no extra charge.
IMPORTANT NOTE – you can’t delete change the “Blog at WordPress.com” & the theme credits, nor obscure them
7) you get free support in the help forum here for your blog here, most of us don’t know too much about Weebly however
8) No upgrade lets you upload your own theme here, you are limited to around 220 themes (some free some premium)
