  When did you apply for the WordAds application? Perhaps it still hasn’t meet the requirements at this time.

  You can also have your site approved immediately by upgrading to the Jetpack Premium or Professional plan:

  With an upgraded Jetpack plan you can simple turn on the ads. https://jetpack.com/tag/wordads/
